Employee Empowerment in Hospital
(Case Study in Mohamad Rabain Hospital in Muara Enim, South Sumatera Province)

Abstract
Background; Employee empowerment is the key to success for an organization in facing the globalization era. Hospital, as an organization working in the field of health care in the era of globalization, smart technology, which focuses on customer satisfaction, needs to empower its employees. A number of studies in the literature of health services (public health care) has suggested that employee empowerment is related to job satisfaction, productivity, performance, organizational commitment, and organizational sustainability. However, most of the studies were conducted on nurses, the foremost human resources in hospital; the investigator had not been able to locate such research on management staff (structural section), which was argued to also play a crucial role in supporting and facilitating the passage of service.
Objective: This study aimed to measure the level of structural empowerment, and how the process of empowerment of management staff was conducted in dr. H. Mohamad Rabain hospital.
Methods: This descriptive case study employed multiple sources of data (primary data and secondary data). It was conducted in dr. H. Mohamad Rabain hospital in Muara Enim, South Sumatra province, with the investigator himself as the main instrument using questionnaires, interviews and document review guidelines and observations.
Results: Out of 52 employees (staff and echelon IV), 49 agreed to complete the questionnaire: civil servants (91%), productive age (77%), service time > 2 years (74%), Bachelor degree – S1 (66%), and female (62%). The problems found were non-compliance with competence and lack of flexibility. Structurally, empowerment was hindered by lack of career opportunities, unplanned trainings, unequal access to information, lack of guidance in work and lack of involvement in the provision of necessary resources. Thus, psychologically, sense of self-confident in employees to their ability was well formed
Conclusion: The picture of the empowerment process of management staff of dr. H. Mohamad Rabain hospital indicated that there had been a confusion of the process of the empowerment since the beginning and, in terms of structure, employees had little access to empower themselves to work; therefore, psychologically, their sense of empowerment was less formed. The main sources of problem were the spoil system (like-unlike, kinship) of governance and mind set as well as work culture in government that had been formed over the years.
